Later, in the time of the Northwest Territory until the 1848, slaves brought to Illinois were converted to "indentured servants" for periods as long as 99 years. Then in 1853, a law was passed that barred blacks from migrating to Illinois.

Community colleges are seeing a drop in enrollment, while universities with large endowments are taking only a minor hit. Kelderman infers that universities catering to wealthier students have the funding to establish protocols for classroom instruction despite COVID-19.
