Cardone's point is that often clients harbor memories of a bad prior experience with a "pushy" sales team. Therefore, clients want to complete their research before interacting with a member of the sales team, but this may cause the client to miss valuable information about the product or service. Questions which highlight the positive may reach such clients in a way which encourages trust.
