Intentional Internet Slowdowns

Sam Thielman reports that internet providers routinely slow traffic in the United States in attempt to pressure web technology companies to pay them.   As a result, customers who pay for high-speed internet service to watch streaming videos or other high-bandwidth activities get less than they paid for when they attempt to connect to some services.
